My 93 caprice clic wont let me excelerate past 40mph it seems lke its holding back.?

I was on the freeway after driving it several places that day with no problems, and I tried to speed up and it wouldnt go it makes loud reving sounds but wont speed up.... HELp I dont know whats wrong with it.
