Specing out a Web Development Server?

You overlooked value. You're buying WAY more computer than you need. I do web development (including running the test server itself) and desktop app development on an XP computer with 4GB of RAM and a 76GB ATA drive. More than that is nice (I can burn DVDs while doing development and compiling a large program, all at the same time, on this computer), but totally unnecessary if all you're doing is developing software and websites. (It was cheap, what can I say? 6GB RAM, 640GB drive, DVD-RW, Ethernet and wifi, 2.3GHz CPU, for $449. It'll probably become my primary computer for a while.)
