Low ulonimbus clouds may bring both thunderstorms and tornadoes?

I am not sure what you mean by "low ulonimbus". Do you mean "low based"? All ulonimbus clouds bring thunderstorms. Severe thunderstorms can generate tornadoes. The base of the cloud can vary considerably depending on surface conditions. Tornadoes occur in cool areas with low based clouds and in warm areas with higher based clouds.
