Help in pokemon 10 points?

Hi I need help in the battle tower to beat Palmer and get a power weight. Can someone tell me a good team with few resistences and are strong and some combos/stratiges like Empoleon with a splash plate that knows brine and due to Sp. ability it does alot. Plus what is the diffrence between a phys.sweeper and a sweeper. I know I am asking a lot. Please answer.
